DEFINITION:  Under direct supervision, performs a variety of skilled and manual laborer tasks involved in buildings, construction, maintenance, and repair of various public properties including streets, storm sewer system, pathways, sidewalks, street signs, rights of way, parks and open space. Some duties require the employee to drive a truck or other vehicle to transport personnel and/or equipment.  Work assignments will vary depending upon season and projects to which assigned.

DISTINGUISHING CHARACTERISTICS:  This is an entry level position within the Field Operations Series. Incumbents perform the more routine duties in the area of Parks and Streets. This is a safety sensitive position subject to pre-employment and random drug and/or alcohol testing.

 

ESSENTIAL FUNCTIONS:  (Performance of these functions is the reason the job exists.  Assigned job tasks/duties are not limited to the essential functions).

 

1)    Drives a truck or other vehicle to transport workers, tools, and equipment to the job site. Operate the District’s owned or rented equipment in a safe and responsible manner as required to accomplish District maintenance and emergency repairs on the storm water system.

2)    Performs various lawn and basic irrigation maintenance or grounds keeping tasks, including mowing, edging, raking, weeding, weed spraying, fertilizing; prepares and maintains playing fields; trims and/or removes trees within rights of way areas and parks. Utilizes proper safety precautions in all work performed.

3)    Maintains public facilities; cleans bathrooms, replenishes bathroom supplies, and empties trash. Performs routine safety checks and maintenance on all District playground systems. Removes refuse and debris from public grounds and facilities.

4)    Assists with the maintenance of storm drain systems, streets, curbs, gutters, and sidewalks; snow removal and street sweeping; assists with repair and replacement of traffic control markings and devices as needed.

5)    Checks conditions of signs, posts, and related hardware and makes necessary repairs to or refurbishes signs including preparing surfaces, painting, lettering, and symbols.

6)    Performs a variety of building maintenance tasks including basic carpentry, furniture repairs, painting, plumbing, heating, electrical, and mechanical work; operates equipment, hand, and power tools;

7)    Required to be available for standby to assist with snow removal. Required to be available for District sponsored special events.

8)    Perform other assigned duties as required by the General Manager.

QUALIFICATIONS FOR EMPLOYMENT:

Knowledge and Abilities:

Knowledge of

Appropriate use and maintenance of hand and power tools, and other equipment common to basic laborer tasks;
Basic lawn, field, and/or tree and plant maintenance techniques;
Basic cleaning and refuse removal procedures;
Standard streets, grounds, and facilities maintenance and repair procedures and
Must have working knowledge of irrigation controllers.
Ability to

Use maintenance tools, equipment, and supplies in a safe and efficient manner;
Install signs, decorations, and other fixtures;
Recognize the need to repair or refurbish signs and other fixtures;
Drive trucks and other equipment;
Read and write English at a level necessary to perform essential functions;
Understand and follow oral and written instructions;
Communicate clearly and concisely, both orally and in writing;
Assist maintenance mechanic in the repair and maintenance of District equipment;
Respond to the public and others in a courteous and respectful manner;
Identify and repair public safety concerns/facilities;
Respond to emergency calls and complaints for assistance when needed and accepts standby duty as needed;
Maintain log of completed tasks, chemicals applied and equipment maintenance;
Troubleshoot and repair non-vehicular (licensed) equipment;
·         Demonstrate knowledge of irrigations clocks, installation, valves and backflows.

·         Demonstrate the ability to safely operate a backhoe/tractor.

·         Ability to obtain a Class B Commercial Driver’s license with a tanker endorsement as required by employer.

 

 

Required Certifications and Licenses:

A valid state driver’s license to cover operation of public works vehicles is required.

Required trainings/certifications:

Obtain CPR and First Aid Training within 3 months of employment.

Obtain 10 hour Occupational Safety and Health training within 3 months of employment.

Flagger Certification is required within one year of employment.

Weed Warriors Training is required within one year of employment.

Pesticide Applicator Training is required within two years of employment.

 

Experience and Training:

Any combination of training, education, and experience that would provide the required knowledge and abilities.  A typical way to gain the required knowledge and ability is:

An education level sufficient to have gained the knowledge, skills, and abilities required to perform basic maintenance functions.  Incumbents must be able to read and write, make basic measurements, and follow written and oral instructions.

Physical and Mental Requirements:

Strenuous physical work including frequent shoveling, raking, lifting, and loading of heavy objects (up to 100 pounds); physically demanding work for continuous and lengthy periods of time, often combined with bending, twisting, squatting, reaching, and working on irregular surfaces; strength, dexterity, and stamina to stand for long periods and to perform manual tasks using heavy hand and power tools; performs manual tasks associated with cleaning or unclogging sewers and/or storm drains.

Working Conditions:

Work is performed under the following conditions.

Most work is performed outside with exposure to extreme weather conditions including heat, rain, snow, cold, and wind.  Frequent exposure to noise, dust, fumes, and odors.  Potential exposure to dangerous chemicals, cleaning solvents, paints, and unpleasant materials.  Occasional work in confined areas.  Work may need to be performed alone and may be done in isolated geographic areas.
